Phasing a Commercial Reroof While the Building Remains Occupied
A commercial building does not become an empty construction site simply because its roof is being replaced. Tenants may still be serving customers, residents may need uninterrupted access, warehouse teams may be moving goods, and rooftop equipment may be supporting ventilation, cooling, communications or production.
Phasing is the process of dividing the reroof into controlled work areas and coordinating each area with weather protection, building operations and quality requirements. A useful phase plan answers more than “which section comes first?” It identifies how much roof may be opened, how that area will be made watertight, which occupants and systems may be affected, and what must be accepted before work advances.
This guide is an owner-side planning framework for occupied commercial reroofing in British Columbia. The project contract, design documents, manufacturer requirements, site-specific safety plan and direction from qualified professionals remain the authority for a specific building.
Start With the Building's Operational Constraints
Roof drawings show drains, walls, curbs and roof areas. They do not automatically show the operating conditions that can make one sequence workable and another disruptive.
Before dividing the roof, document:
- Tenant or department operating hours
- Sensitive uses, such as healthcare, laboratories, food preparation, hospitality, childcare, recording, data rooms or precision manufacturing
- Blackout dates, events, seasonal peaks and restricted delivery periods
- Areas with limits on noise, vibration, odour or dust
- Entrances, loading areas, fire routes, accessible routes and parking that need to remain available
- Interior spaces or inventory that may need temporary protection
- Security, escort, privacy and access requirements
- Rooftop equipment that cannot be shut down without advance coordination
- Planned work by mechanical, electrical, telecom, solar or other contractors
- Decision-makers and after-hours contacts for the owner, property manager, contractor and design team
Separate preferences from true operational constraints. “Avoid noise” is too broad to schedule. “Do not perform fastening above the third-floor clinic between 8:00 a.m. and noon” is a condition the project team can assess and incorporate where practicable.
The same applies to shutdowns. Equipment names, roof locations, spaces served, notice periods, responsible trades and restart checks should be confirmed before a phase reaches the equipment—not discovered after tear-off begins.
Divide the Roof Using Roof Logic and Operations Logic
A phase boundary should work as a roofing boundary as well as an operational boundary. Convenient-looking rectangles on a plan may cut through drainage paths, insulation slopes, structural transitions, expansion joints or dense groups of penetrations.
When developing the sequence, the project team should consider:
- Roof area geometry and deck type
- Drainage zones, drains, scuppers and overflows
- Existing wet or deteriorated areas identified by the investigation
- Perimeters, walls, curbs, penetrations and expansion joints
- Locations where the new assembly must meet roof that remains in service
- Safe roof access, material movement and waste removal
- Structural loading and approved staging areas
- Interior sensitivity below each work zone
- Rooftop equipment access and temporary shutdown needs
- Realistic daily work limits for the selected assembly and forecast conditions
The resulting phases do not need to be equal in size. A small detail-heavy zone may require more coordination than a large open field area. The project team should also distinguish the overall project phases from the smaller area that may be opened and made watertight during a particular shift.

Define Daily Opening Limits and Dry-In Before Mobilization
An occupied-building plan should state how the contractor decides how much existing roof to remove. A fixed production number copied from another job is not enough. The appropriate opening limit depends on the roof system, crew, access, details, deck and substrate conditions, drying or curing needs, daylight, forecast and the time required to complete temporary or permanent waterproofing.
The plan should address:
- Who reviews the forecast and when
- Which official forecast and alert sources are used
- Project-specific conditions for reducing the work area, changing tasks or not opening the roof
- The cut-off time for starting additional tear-off
- Materials, equipment and labour reserved for dry-in
- How open perimeters, drains, curbs and penetrations will be protected
- What is inspected and documented before the crew leaves
- Who is notified if the planned dry-in cannot be achieved
Environment and Climate Change Canada provides official forecasts and weather alerts, but a public forecast does not decide whether a specific roofing activity is safe or suitable. The contractor and project team need project-specific criteria based on the assembly, materials, site conditions, safety requirements and manufacturer instructions. No plan can guarantee that an occupied building will remain unaffected by every sudden weather event.
“Dry-in” should also be defined for the project. It may involve completed permanent membrane, a temporary water cut-off, a protected opening or another approved condition. A material that resists brief exposure is not automatically suitable as temporary waterproofing. The selected materials and methods should be compatible with the existing and new assemblies and follow the project documents and current manufacturer instructions.
Treat Temporary Tie-Ins as Designed Interfaces
The line between completed work and the roof that remains in service is one of the most important parts of a phased reroof. It may need to resist water while crews advance, accommodate different elevations or materials, and later be removed or incorporated into permanent work.
For every temporary or permanent transition, record:
- Exact location and roof-area reference
- Existing and new assembly information available to the team
- Detail or written direction governing the transition
- Substrate preparation and compatible materials
- Water cut-off, termination and drainage provisions
- Whether the condition is temporary, permanent or awaiting further review
- Inspection and photograph requirements before it is covered
- Removal or incorporation sequence for the next phase
- Responsible party and acceptance process
For projects enrolled in the RoofStar Guarantee Program, the current RCABC SBS Roof Systems Standard contains program-specific requirements for tie-ins between new and existing roofing, including isolation by a curb joint or an approved alternative with a positive water cut-off. That detail should not be applied blindly to every roof. The project's design authority, contract documents, selected system and applicable warranty or guarantee requirements should determine the detail.
Phase boundaries should not obstruct intended drainage or create an unreviewed low point. If a transition changes how water reaches a drain, that condition deserves explicit design and field review rather than an improvised end-of-day solution.
Coordinate Noise, Odour, Dust, Access and Material Movement
Occupied-building disruption is often caused by the work around the membrane rather than by the finished roof itself. Tear-off, fastening, cutting, surface preparation, hoisting, deliveries and waste movement can affect people several floors below or at ground level.
Build an impact plan for each phase:
- Noise and vibration: Identify tasks that occupants are likely to hear or feel, the spaces below, and any restricted work periods.
- Odour and air pathways: Review products, application methods, air intakes, operable windows and sensitive occupants with the appropriate project parties.
- Dust and debris: Define containment, housekeeping and protection for entrances, sidewalks, loading areas, vehicles and interior assets where needed.
- Access: Maintain the routes assigned by the project team for occupants, emergency services, deliveries and building operations.
- Material movement: Coordinate deliveries, hoisting, rooftop routes, staging limits and waste removal without assuming the roof or ground-level area can accept a proposed load.
- Public and worker separation: Establish barriers, controlled zones and communication suited to the site-specific hazards and work plan.
Applicable municipal noise rules, lease obligations and building policies vary by property. They should be checked during preconstruction instead of relying on a generic “business-hours” assumption.
Safety responsibilities also cannot be transferred to a tenant notice. WorkSafeBC explains that owners, employers, prime contractors, supervisors and workers have distinct workplace responsibilities. Its fall-protection requirements and guidance also remain applicable while operational coordination is taking place. The responsible parties should establish site-specific controls; an owner-side phase plan is not a safe-work procedure.
Check Hazardous Materials Before the Roof Is Opened
Reroofing can disturb membranes, mastics, insulation, felts, coatings, flashings or adjacent building materials that were not visible during a surface inspection. WorkSafeBC states that a qualified person must conduct a hazardous-materials survey before renovation or demolition work and identifies additional requirements where asbestos-containing or lead-containing materials may be disturbed. Review its current building-project health and safety resources and the applicable regulation for the specific scope.
The preconstruction team should confirm that required surveys, risk assessments, notices and control plans are complete before affected materials are disturbed. If suspected material is encountered that was not addressed, the responsible parties should follow the applicable stop-work, identification and control requirements rather than pushing ahead to maintain the phase schedule.
This is especially important in an occupied building because work-area controls, air movement, access restrictions and reoccupancy questions may affect people outside the roofing crew.
Protect Active Rooftop Equipment and Emergency Access
Mechanical equipment often creates both a roofing detail and an operating dependency. Before work reaches a unit, curb, pipe, duct, cable or support, identify what it serves and who has authority to isolate or alter it.
A phase plan may need to address:
- Required access for facility staff and service contractors
- Temporary walkways or membrane protection appropriate to the system
- Air-intake location relative to odour, dust and exhaust-producing activities
- Planned shutdown, isolation, lockout, restart and functional checks by the responsible parties
- Temporary support or weather protection during curb or penetration work
- Condensate, gas, electrical and control interfaces
- Emergency equipment and routes that must remain accessible
- Changes to equipment labels, roof plans and closeout records

Use a Daily Communication Rhythm
Long notices issued before mobilization are useful, but they cannot replace current information. Weather, concealed conditions, equipment conflicts and production can change the next day's plan.
A concise daily update can include:
- Roof area completed that day
- Area planned for the next shift
- Expected noise, odour, access, parking or equipment impacts
- Dry-in status and any temporary conditions
- Open issue, responsible party and required decision time
- Change from the previous look-ahead schedule
- Contact and escalation route for the next shift
An illustrative communication timeline might look like this:
- Several weeks before the affected phase: Confirm constraints with the owner, property manager and affected tenants or departments.
- At the look-ahead meeting: Review the phase map, access, equipment, weather contingency and decisions still required.
- Before the workday: Confirm the planned zone and anticipated impacts using the project's agreed notice period.
- During the shift: Escalate material changes promptly to the assigned contacts rather than waiting for the daily report.
- At daily closeout: Report the area completed, dry-in status, temporary conditions and next-day plan.
- Before moving phases: Confirm required reviews, deficiencies and handoff records are complete.
This is an example, not a universal notice schedule. Contracts, tenant needs, emergency conditions and building policies may require different timing.
Plan Contingencies Before They Are Needed
A contingency is more useful when it names the trigger, authority and response. “Monitor weather” or “coordinate with tenants” does not tell the field team what to do when conditions change.
The project plan should consider responses for:
- Forecast deterioration or an unexpected weather event
- Concealed wet insulation, deck deterioration or undocumented roof layers
- A new interior leak or water entry near the active phase
- Hazardous or suspect material
- Equipment that cannot be shut down as planned
- Blocked access, delayed delivery or unavailable staging
- Damage caused by another trade or unauthorized rooftop activity
- A temporary tie-in that does not meet the required review criteria
- An incident affecting occupants, workers or public areas
Each item should identify who can pause work, who protects the building, who communicates with occupants, who gives technical direction, and how the event is recorded. Contingency planning can reduce confusion, but it cannot promise uninterrupted operations or zero water entry.

Accept Each Phase Before Advancing
Moving materials into the next zone should not erase unresolved work behind the crew. Define phase-acceptance checkpoints in the project documents and assign responsibility for each review.
Before advancing, the project team may need to confirm:
- The planned work is complete to the defined limit
- Temporary and permanent transitions are documented
- Drains, scuppers and overflows serving the area are clear and functional within the reviewed scope
- Concealed details have the required photographs or field observations
- Identified deficiencies are closed or carried on a controlled log
- Temporary protection and access routes are adjusted for the next phase
- Equipment is returned to the agreed condition by the responsible trades
- Tenant or operational impacts for the next phase have been communicated
- Updated drawings, daily reports and change records identify the actual work limits
Phase acceptance does not guarantee future performance and should not be confused with substantial completion, final completion, manufacturer inspection or owner acceptance under the contract. A Practical Occupied-Building Phase Plan
The phase plan should be specific enough that the owner, contractor and design team can use the same roof-area names and understand the same dependencies. A useful on-page structure includes:

The document should be revised when field conditions change. Preserve revision dates and distribution records so the current plan is clear.
The Goal Is Controlled Progress, Not a Universal Formula
Effective occupied-building phasing connects roof geometry, daily weather protection, building operations and documented quality control. It does not rely on fixed production rates, optimistic weather assumptions or a single tenant notice.
Owners can improve the plan by bringing operational constraints, equipment dependencies and decision-makers into preconstruction early. Contractors and design teams can then shape work areas, tie-ins, daily opening limits and contingencies around the actual building.
