Crane Lifts, Material Staging and Roof Protection on Occupied Buildings
A rooftop crane lift concentrates several kinds of risk into a short work window. Equipment or materials have to move from grade to a prepared landing or staging area while tenants, building staff, customers and other contractors may remain nearby. The roof also needs protection from punctures, contamination, blocked drainage and unreviewed loading.
The roofing plan and the lift plan are connected, but they are not the same document. Qualified crane, rigging, safety, structural and project personnel remain responsible for the lift, loads, equipment, exclusion zones, traffic control and other matters within their scopes. Roofing coordination focuses on the roof route, landing and staging interfaces, temporary protection, openings, weather-tightness and post-lift condition.
This guide gives owners, property managers, general contractors and mechanical teams a practical framework for coordinating those interfaces on occupied commercial buildings in British Columbia. It is not a lift plan, structural assessment, traffic-control plan or safe-work procedure.
Define the Lift and Roof-Use Scope Before Equipment Arrives
“Crane lift” is not a complete roofing scope. The project team should identify what will be lifted, where it will travel, where it may touch down and what happens after it reaches the roof.
Record the following before the lift date:
- Each item’s description, dimensions and verified weight, as supplied to the responsible lift and design parties
- The crane setup area and the overhead travel path established by the lift team
- The roof landing point, final destination and any intermediate staging area
- The intended route for people, carts, skates or other handling equipment on the roof
- Roof areas, equipment, drains, skylights, hatches, parapets and penetrations near the route
- Occupied spaces, entrances, sidewalks, loading areas, parking and emergency access potentially affected below
- Any roof opening, curb change, penetration, temporary support or roofing tie-in included in the work
- The parties responsible for weather, safety, loading, roofing and change-control decisions
WorkSafeBC’s mobile-crane planning bulletin states that mobile-crane lifts must be planned and carried out safely under the applicable legislation. The current OHS Regulation for cranes and hoists addresses matters such as load information, equipment setup, qualified operation, swing hazards and written planning for critical lifts. The responsible qualified parties should determine which provisions apply to the actual lift.
Do not use a roof protection sketch as evidence that a roof area can accept a load. Structural capacity, load distribution, deck condition, point loads, rolling loads and temporary supports require review by the appropriate project or structural professional. A roofing contractor can help identify vulnerable waterproofing details and compatible surface protection without taking responsibility for structural or crane engineering.
Confirm Roles on an Occupied, Multiple-Employer Site
The building’s property contact may coordinate tenant notices and access but should not be assumed to own every safety or technical decision. Name a lead for each interface in the project documents.
WorkSafeBC’s current roles and responsibilities guidance explains that owners, employers, supervisors, prime contractors and workers have distinct duties. At a multiple-employer workplace, the owner may be the prime contractor unless another party is designated through a written agreement, while employers continue to have responsibilities for their own workers. The correct arrangement should be confirmed for the specific workplace.
A coordination record can assign questions like these:

Record the Roof Before Setting Protection or Staging Materials
A pre-lift roof record establishes a visible baseline and helps the team place protection around actual conditions.
Before materials arrive, document:
- Wide photographs of the access route, landing area, staging zone and final work area
- Close photographs of existing cuts, patches, open seams, blisters, displaced surfacing or other visible concerns
- Roof-system type and warranty or guarantee information, where available
- Drains, scuppers, overflows and the drainage paths serving the area
- Curbs, pipes, conduits, flashings, expansion joints and membrane transitions
- Skylights, hatches, fragile components, wet or deteriorated areas and other no-go zones identified by the project team
- Existing walk pads, pavers, ballast or other surfacing that may need to be protected, moved or reinstated
Photographs do not confirm concealed moisture, deck capacity or the absence of hidden defects. Material uncertainties should be referred to the responsible project parties for investigation or design input before proceeding.
Select Protection for the Actual Roof and Activity
Temporary protection needs a compatible layer against the roof, resistance suited to the planned traffic or handling method, stable placement and careful removal.
The appropriate approach depends on:
- Membrane or roof-covering type, surface texture and condition
- Whether the assembly is conventional, protected-membrane, ballasted or otherwise covered
- Expected foot traffic, carts, rolling equipment, sharp edges and dropped-object exposure
- Item support points and load assumptions approved by qualified parties
- Duration, forecast, surface temperature and the possibility of trapped moisture or contaminants
- Slopes, changes in level and the need to keep drainage paths open
- Roof-manufacturer, warranty issuer, design-authority and project requirements
Avoid placing plywood, pallets, steel, rigging, tools or removed equipment directly on an exposed membrane without a reviewed protection method. A hard board may spread some surface contact but can also create sharp edges, abrasion or an unstable platform. Protection should not bridge a drain, conceal an opening, shift against flashing or be interpreted as structural load approval.
RCABC’s membrane-surface guidance says protective walkway pads are good practice for defining traffic areas and around mechanical units. Its current TPO Roof Systems Standard also requires installed membranes within that program to be protected from concurrent or subsequent trade work and adverse contaminants. Those sources illustrate the principle, but the protection for a specific roof should follow its actual assembly, manufacturer instructions, project documents and warranty or guarantee requirements.
Keep Landing, Staging and Travel Zones Separate
The landing zone receives the lifted item, the staging zone holds items temporarily, and the travel route connects the landing point to the final location. Each can involve different loads and activities.
For each zone, identify:
- Boundaries and no-go areas
- Permitted items and maximum approved quantities
- Support or dunnage arrangement reviewed by the responsible parties
- Handling method and turning points
- Protection build-up and how it will be secured without damaging the roof
- Drainage features that must remain accessible
- Housekeeping and weather controls
- The person responsible for approving a change in location or use
Stage only what the plan accommodates and only for as long as needed. WorkSafeBC’s investigation of a fatal incident involving insulation bundles blown from an upper deck identified inadequate material securement, risk assessment, work practices and coordination as contributing factors. The project’s qualified safety and lift parties should establish site-specific controls for wind, loose materials and areas below; a parapet or temporary roof board should not be assumed to provide that control.
Control Openings, Sharp Edges, Debris and Weather
Some lifts place complete materials on the roof. Others coincide with the removal of an HVAC unit, hatch, skylight, curb or roof section. An occupied building needs a coordinated sequence for both the lifted object and the opening it may leave or fill.
Before creating an opening, confirm:
- The approved scope, dimensions, structure, equipment interfaces and roofing details are available to the responsible parties.
- Interior access and protection, affected occupants and the area below have been addressed.
- The lift sequence and roofing sequence identify who takes control at each handoff.
- Temporary dry-in materials, labour and authority are available if permanent completion is delayed.
- Current weather is assessed against the project’s site-specific limits and contingency plan.
- Edge, fall, falling-object and access controls are established by the responsible safety parties.
- The open condition, concealed findings and completed tie-ins will be photographed and recorded.
WorkSafeBC’s construction regulation states that a danger area must be guarded or protected where falling material could endanger a worker, and that a floor or roof opening through which material may fall and endanger workers must be adequately covered. The project team should apply the current requirements for the specific work rather than treating a tenant notice as a safety control.
During the work, control fasteners, wire, sheet-metal edges, packaging, straps, liquids and small parts. Keep drains and overflows free of protection, debris and stored material. If roofing is opened, compatible temporary and permanent tie-ins should be completed under the project documents and current manufacturer requirements. A temporary dry-in can help manage exposure but cannot guarantee that water entry will not occur.
Close Out the Roof After the Lift
The roofing closeout continues after the crane leaves. Remove temporary protection carefully and inspect the full area used by the work, including the access route and zones around rigging or packaging.
The closeout review may include:
- Removing protection, dunnage, packaging, straps, fasteners, offcuts and other debris
- Checking the landing, staging and travel zones for visible cuts, punctures, scuffs, compression, spills or displaced components
- Confirming drains, scuppers and overflows are clear within the reviewed area
- Inspecting adjacent flashings, seams, curbs, penetrations, walk pads and ballast disturbed by the work
- Recording roofing tie-ins, temporary conditions and concealed findings before they are covered
- Comparing post-work photographs with the baseline views
- Assigning observed damage or incomplete work to a responsible party and tracking it to closure
- Updating the roof plan, alteration record, warranty correspondence and project closeout file where applicable
A visual review cannot prove concealed conditions or guarantee future watertightness. Depending on the work and project documents, closeout may also require inspection, testing, manufacturer or consultant review, or corrective roofing work.
A Practical Pre-Lift Roofing Coordination Check
Before confirming the lift date, the owner or project lead should be able to locate a record showing:
- Defined lift item, roof route, landing area, staging area and final location
- Qualified ownership of crane planning, rigging, structure, loading and worksite safety
- Occupied zones, access restrictions, tenant impacts and emergency routes
- Baseline roof photographs and marked vulnerable or restricted areas
- Roof-specific, compatible temporary protection and drainage controls
- A coordinated plan for openings, roof tie-ins and temporary dry-in
- Weather and loose-material decision rules established by the responsible parties
- Post-lift inspection, repair responsibility and document closeout requirements
