Commercial Roof Core Cuts: What They Can and Cannot Tell You
A commercial roof core cut is a small, controlled opening made through selected layers of an existing roof. It can replace assumptions with direct evidence: what materials are present, how thick they are and what condition exists at that exact location.
That evidence can be valuable before a repair, recover or replacement project. It is also easy to overstate. One dry core does not establish that an entire roof is dry, and one wet core does not map every moisture-affected area or explain how water entered.
The useful question is not simply, “Should we take a core?” It is, “Which decision will the core support, where should it be taken, and what other evidence is needed to interpret it?”
What is a commercial roof core cut?
A core cut—also called a roof cut, test cut or core sample—is an invasive investigation method. A qualified person opens the membrane and, depending on the scope, works down through cover boards, insulation and other layers to observe the assembly. The removed sample and exposed opening are documented before the roof is repaired with materials and details compatible with the existing system.
Core size and shape depend on the roof type and purpose. A small round core may be appropriate for confirming layers and local moisture. A larger or differently oriented sample may be needed when the investigation concerns membrane construction, lap configuration or adhesion. The method should follow the project specification, applicable standard and roof-system requirements rather than a universal field rule.
ASTM D2829/D2829M-07(2023), for example, addresses sampling and analysis of existing built-up roof systems. ASTM D7636/D7636M-11(2024) addresses specimens from existing modified-bitumen membranes. Their scopes are system-specific; citing one does not automatically make it the correct procedure for every roof.
Decisions a core cut may help inform
When it is selected and recorded properly, a core may help a project team:
- verify the sequence of membrane, cover-board, insulation and vapour-control layers at the sampled point;
- measure individual layer thicknesses and approximate total assembly depth;
- compare the installed assembly with drawings, specifications or prior reports;
- identify local moisture, staining, deterioration, compression or loss of adhesion;
- observe fasteners, adhesive patterns or attachment clues exposed by the opening;
- identify the deck type and local deck-surface condition when the cut extends to the deck; and
- confirm or challenge an anomaly identified by a non-destructive moisture survey.
This information can affect decisions about targeted repair, insulation replacement, recover feasibility, design details and the need for more testing. It should be treated as one input to the decision—not as the decision itself.
What a core cut cannot establish on its own
A core is direct evidence from a very small area. By itself, it generally cannot:
- quantify all wet or deteriorated insulation across the roof;
- define the boundary of a moisture-affected area;
- prove that every untested area has the same assembly;
- identify the original entry point or complete path of water;
- determine remaining roof service life;
- establish structural capacity, code compliance or recover eligibility;
- confirm a warranty outcome or manufacturer approval; or
- guarantee that a proposed repair or reroof design will perform.
A dry result means the sampled material appeared dry under the method used at that location and time. A wet result confirms a local condition, but moisture may have moved laterally within the assembly or originated from a leak, condensation, construction moisture or another source. The cause requires correlation with roof details, interior conditions, weather history and other observations.

Review records before choosing core locations
The investigation should begin with the decision to be made and the records available. Useful inputs may include:
- original roof drawings, specifications and approved substitutions;
- repair, recover and reroof histories;
- roof plans showing drains, curbs, expansion joints and additions;
- leak logs, interior staining locations and weather dates;
- earlier inspection and moisture-survey reports;
- membrane, insulation and warranty information; and
- known changes in occupancy, indoor humidity or mechanical systems.
The team should then compare the records with a visual review of the roof and, where relevant, the interior. A building may contain several roof zones installed in different years or built with different decks, insulation thicknesses and membranes. Sampling only one convenient location can miss those distinctions.
When a non-destructive survey is available, core locations can be chosen to test its interpretation. Depending on the investigation, that may include apparent high and low readings, control locations, different construction zones, drainage areas and locations related to reported leakage. A project-specific plan is more useful than an arbitrary number of evenly spaced holes.

Its SBS standard sets documented cut-test and moisture-survey requirements for certain RoofStar Guarantee recover situations, including location and quantity rules. Those guarantee-specific requirements should not be converted into a universal sampling formula for every investigation.
Plan safe access and qualified execution
A core cut penetrates the building’s weather barrier and may approach the roof deck. It should be authorized and completed by qualified personnel who understand the existing roof system, safe access and the repair detail that will be needed before the opening is made.
Planning should address:
- roof access, edge exposure and applicable fall-protection requirements;
- weather conditions and a suitable dry window for opening and repair;
- membrane warranty or guarantee conditions and required notifications;
- known or suspected electrical, mechanical and plumbing services;
- deck type, structural limitations and occupied areas below;
- hot-work controls where a repair method could introduce heat or flame;
- hazardous-material information for older assemblies; and
- compatible materials, tools and temporary weather protection on hand.
WorkSafeBC’s roof-work guidance explains that roof work must use fall-protection measures appropriate to the slope and conditions, alongside the requirements in Part 11 of the Occupational Health and Safety Regulation. A low-slope roof is not automatically a no-fall-protection work area.
If services or concealed conditions are uncertain, the cut location should be reconsidered or additional locating and specialist input obtained. The objective is evidence, not an avoidable membrane, deck or building-services incident.
What a useful core log should record
Consistent documentation makes samples comparable and allows another reviewer to understand what was observed. Each core record should include:
- a unique sample ID tied to a scaled or clearly referenced roof plan;
- date, time, weather and recent precipitation;
- roof area and reason the location was selected;
- photographs before, during and after the cut;
- membrane type, number of plies and visible surfacing;
- cover-board, insulation and vapour-control layers in top-to-bottom order;
- measured thickness of each layer;
- observed condition, staining, odour, deterioration or compression;
- local moisture observations and the test method used;
- adhesion or attachment clues visible within the opening;
- deck type and exposed condition, if reached;
- sample handling or laboratory identification, if applicable; and
- materials and detail used to close the opening.
Use factual language. “Insulation visibly damp at Core C-03” is an observation. “The whole north roof is wet” is a roof-wide conclusion that one core cannot support.
Repair and document every test opening
The repair is part of the investigation, not an afterthought. Disturbed or moisture-affected material at the opening should be addressed as required by the investigation and compatible repair detail. The substrate needs to be suitable for the repair, and the membrane patch, laps, primers, adhesives and reinforcement should match the roof type and applicable manufacturer or project requirements.
Manufacturer guidance reinforces the point. Johns Manville’s re-roofing guidance notes that improperly repaired test cuts can contribute to further deterioration. For an active warranty or guarantee, the owner should confirm who is permitted to open and repair the system and what records must be retained.
The final report should show the completed patch and its location. Future inspectors should be able to distinguish a documented test opening from an unexplained repair.
Combine cores with the rest of the evidence
A practical investigation often follows this sequence:
- Define the repair, recover, replacement or due-diligence decision.
- Review records, leak history and known roof-zone changes.
- Complete visual roof and interior observations where appropriate.
- Select non-destructive screening suited to the assembly, if useful.
- Choose core locations that test the working hypotheses and important roof zones.
- Record each sample consistently and close every opening compatibly.
- Compare core results with scans, visible conditions and design requirements.
- State what remains untested or uncertain before recommending next steps.
That process can reduce uncertainty without creating false precision. If a major capital decision depends on the results, the investigation scope should be proportionate to the roof’s size, variation, consequence of failure and the confidence the owner needs.

Define the investigation before making the opening
Core cuts are most useful when they answer a specific question and sit within a documented investigation plan. They can confirm local assembly facts that drawings and scanners cannot. They cannot turn a handful of points into a complete map of the roof.
