Tenant Improvements and Roof Penetrations: A Property Manager's Control Process
Tenant improvements can reach the roof late in the project. A new kitchen exhaust, plumbing vent, make-up air unit, conduit, sign support, or equipment curb may first appear in tender drawings, during a submittal review, or as a field request after interior work is underway. By then, the project team may be focused on opening day rather than the existing roof assembly.
The property manager's best control is an approval gate: proposed rooftop changes are identified and reviewed before equipment is ordered, openings are cut, or materials are attached to the roof. The review should assign design, permit, safety, warranty, roofing, and closeout responsibilities to the appropriate parties.
This article provides an on-page process for that review. It is not a building permit, code review, safety plan, professional design, warranty authorization, or contract. Requirements depend on the building, location, roof system, project documents, and work scope.
Why Tenant-Improvement Roof Risk Often Appears Late
Early TI drawings may show the intended room layout without resolving every roof interface. The final rooftop scope can change because of:
- Equipment substitutions with different dimensions, weights, service clearances, or connections
- Field routing around structure, existing services, or congested ceiling spaces
- An existing roof assembly that differs from record drawings
- Mechanical, plumbing, electrical, controls, structural, and roofing scopes developed by different parties
- Long-lead equipment selected before curb and penetration details are finalized
- Interior schedule pressure that compresses time for roof review
- A change of tenant use that affects exhaust, ventilation, humidity, drainage, or rooftop servicing needs
None of these conditions automatically means the project is poorly planned. They do mean that the roof scope needs a formal change-control point. A mechanical trade's completion of its pipe, duct, or equipment work does not by itself complete the waterproofing, control-layer, support, drainage, or warranty requirements at the roof.

Gate 1: Require a Complete Roof-Work Intake
Ask the TI team to flag any work that may touch, pass through, rest on, drain onto, or require access across the roof. The intake should arrive before procurement or field cutting and include, where applicable:
- Current architectural, mechanical, plumbing, electrical, structural, and roof-plan references
- Equipment schedule, product data, dimensions, weight, curb or support information, and service clearances
- Proposed locations for equipment, vents, ducts, pipes, conduits, cables, drains, supports, and attachments
- Penetration and curb details, including the proposed path through the roof assembly
- Intended condensate, grease, exhaust, or other discharge route
- Roof access, travel path, staging needs, lifting plan interface, and expected rooftop traffic
- Construction schedule, shutdowns, temporary opening duration, and weather contingency
- Known permit, inspection, design, and warranty contacts
- The person authorized to approve changes when field conditions differ from the documents
Mark proposed roof work on a plan with roof-area and equipment identifiers. A request such as “core opening for new vent” is not enough to coordinate safely: the location, size, service, support, detail, timing, and responsible parties also matter.
The Province of British Columbia advises project teams to confirm required building or renovation permits with the applicable local government or First Nation because requirements vary by work and location. The property manager's roof-work approval should complement that process, not be represented as permit approval.
Gate 2: Review the Existing Roof and Project Constraints
The review should connect the proposed TI work to the roof that is actually present.
Roof assembly and condition
Identify the roof system, approximate age, available drawings, visible condition, known leaks, previous repairs, and nearby details. Confirm whether the proposed location conflicts with drains, scuppers, seams, walls, expansion joints, existing curbs, protected routes, or areas with known concerns.
A visual review cannot establish every concealed condition. If the assembly, deck, moisture condition, control layers, or structural capacity is uncertain and affects the proposed work, the project team should determine whether records, selective investigation, or input from a qualified professional is needed.
Warranty or guarantee requirements
Locate the executed warranty or guarantee documents and contact the issuer before work where the documents require it. Requirements can address advance authorization, installer eligibility, accepted materials, details, observation, reporting, and repairs after an alteration.
For example, the current RCABC RoofStar Guarantee requirements say the guarantor must be notified in writing of modifications or repairs to a guaranteed project and set program-specific requirements for who performs and observes that work. Sika Canada's published sample membrane warranty also shows that unapproved alterations, repairs, equipment, or structures placed on or through a completed roof can affect coverage. These are examples, not universal warranty terms; the building's actual documents and current issuer instructions control.
Drainage, access, and future plans
Review whether new equipment or services would obstruct drainage, create a difficult-to-clean pocket, discharge onto a vulnerable area, or force technicians to cross unprotected membrane. Also consider the roof's remaining plan. If replacement is likely during the new tenant equipment's service period, a location or support arrangement that works today may complicate future reroofing.

Gate 3: Put the Approval Roles in Writing
The table below is a planning matrix, not a universal assignment of contractual or legal responsibility. Titles and scopes vary by project. The owner or project lead should confirm the actual allocation in the contracts and project documents.

Safety duties should not be reassigned casually through a roofing checklist. WorkSafeBC's roles and responsibilities guidance explains that owners, employers, supervisors, prime contractors, and workers have distinct duties. At a multiple-employer workplace, the owner may be the prime contractor unless another party is designated through a written agreement, while each employer remains responsible for its own workers. The project team should establish the applicable roles for the specific workplace.
Gate 4: Approve the Roof Detail Before an Opening Is Made
The roofing contractor should be involved before the roof is cut—not called only after another trade has passed a service through the assembly. Before field work begins, confirm that the coordinated documents address:
- Final location and clearances from drains, walls, curbs, seams, edges, and other penetrations
- Opening size, support, attachment, reinforcing, and structural review where required
- Continuity of air, vapour, thermal, and water-control layers where applicable
- A curb, sleeve, boot, flashing, hood, storm collar, or other detail suited to the roof system and service
- Compatible materials and the applicable manufacturer, warranty, or project requirements
- Temporary dry-in, weather limits, interior protection, and responsibility if permanent work is delayed
- Access for the roofer to complete and inspect the tie-in
- Future service access without repeated disturbance of the flashing
RCABC's current SBS Roof Systems Standard illustrates why system-specific review matters: its penetration provisions address control-layer continuity, separate flashing of penetrations, suitable flashing types, and curb waterproofing. Other roof systems have their own details and requirements. Exposed sealant should not be treated as a universal substitute for a properly selected and installed flashing assembly.
When the field condition differs from the approved information, pause the affected roof work and use the project's change process. Moving an opening a short distance can create a new conflict with structure, drainage, wiring, seams, or another roof detail.
Gate 5: Control Access and Record the Starting Condition
Before mobilization, define the access point, travel route, staging area, protected zones, no-go areas, and housekeeping expectations. Photograph the route and work area with both wide location views and detail views. Record existing patches, damage, debris, ponding, displaced components, and nearby drains.
If workers from more than one employer are present, the project may be a multiple-employer workplace. WorkSafeBC's guidance says the prime contractor coordinates occupational health and safety activities while employers retain responsibility for their workers. A property manager's authorization or photo checklist does not replace the required site-safety systems, fall-protection planning, supervision, or safe-work procedures.

Gate 6: Inspect and Close Out the Roof Scope
Do not close the roof portion of the TI project solely because the equipment operates or the interior inspection has passed. The assigned project lead should collect the roof-related closeout items required for the specific work:
- Post-work photographs of the completed detail, adjacent membrane, access route, and drainage features
- Final locations and identifiers for equipment, curbs, supports, and penetrations
- Approved drawings, submittals, revisions, and field-change records
- Roofing materials and detail references used for the tie-in
- Required contractor, consultant, manufacturer, or warranty-program reports
- Deficiency list showing status, responsible party, and follow-up date
- Record of temporary items that remain and who will remove or replace them
- Confirmation that debris, unused materials, tools, and temporary protection have been addressed
The post-work review should look beyond the new penetration. Traffic and staging may leave punctures, scuffs, displaced walk pads, spills, loose fasteners, or blocked drains elsewhere on the route. Record observed conditions without describing a visual review as a guarantee of watertightness, professional acceptance, warranty approval, or code compliance.
Gate 7: Update the Building's Roof Records
Future service teams need to know what changed, when, why, and by whom. Update the roof plan, equipment register, warranty file, maintenance history, and TI closeout folder with:
- Project and tenant name
- Completion date and roof area
- Equipment and penetration identifiers
- Final drawings and photographs
- Contractors and design professionals involved
- Warranty correspondence and required inspection records
- Materials and detail references
- Open monitoring or maintenance instructions from the responsible parties
Keep the record with the building rather than only in a contractor's project system. If a leak later appears near the TI area, a dated alteration record can help the investigation start with a known scope and condition. It does not prove causation, but it gives the next reviewer a more useful history.
A Practical TI Roof-Work Approval Checklist
Before authorizing rooftop work, confirm that the project team has addressed the following items at a depth appropriate to the scope:
- [ ] Proposed rooftop equipment, openings, services, supports, and attachments are shown on coordinated documents.
- [ ] The existing roof assembly, condition, drainage, access route, and known concerns have been reviewed.
- [ ] Permit, code, structural, mechanical, electrical, fire-safety, and other regulated questions are assigned to qualified parties.
- [ ] The actual roof warranty or guarantee documents have been checked and required authorization or notice is underway.
- [ ] Roofing materials and tie-in details are compatible with the existing system and project requirements.
- [ ] Design, trade, roofing, safety, inspection, change-control, and closeout responsibilities are written down.
- [ ] No opening will be made before the required parties, materials, temporary dry-in, and weather plan are ready.
- [ ] Access routes, protection, staging, housekeeping, and pre-work photographs are arranged.
- [ ] Post-work roof review, deficiencies, photographs, and required warranty records are included in the schedule.
- [ ] The final alteration will be added to the roof plan and building asset records.
This checklist is an operational prompt. It does not authorize construction or replace project contracts, permits, professional design, manufacturer instructions, warranty terms, or occupational health and safety requirements.

Tenant-improvement roof risk is easier to manage before procurement, openings, and field routing narrow the available choices. A stage-gate process cannot eliminate every leak, concealed condition, delay, or warranty issue. It can help property managers identify roof interfaces earlier, assign decisions to the right parties, and preserve a clear alteration record for future maintenance.
